Sovereignty is a portfolio of choices
No single architecture fits every need. An organisation may use global cloud for public content, regional infrastructure for business data and a highly controlled environment for critical assets. Sovereignty means classifying uses, knowing dependencies and retaining realistic options. The goal is continuity and negotiating power, not isolation.
Four foundations: connectivity, compute, context and competency
The World Bank frames AI readiness through four Cs. Weakness in one limits the rest. A capable model without local data gives generic answers; data without reliable infrastructure cannot scale; infrastructure without skills creates operational dependency. AI doctrine should connect these investments.
Different data needs different regimes
Sensitive personal data, industrial secrets, administrative documents, customer histories and open content carry different risks. Operational classification should define permitted hosting, encryption, retention, acceptable suppliers and traceability. This focuses control on truly strategic assets without blocking everything.
Portability must be proven
A contract may promise reversibility while the application depends on models, tools and proprietary formats that are difficult to replace. For every critical case, measure exit time, migration cost, alternative availability and the ability to operate temporarily in degraded mode. Annual portability tests turn legal intent into real capability.
Language context can become an advantage
French, Modern Standard Arabic, Darija, Tamazight and local sector vocabularies remain unevenly served. Governed corpora and locally relevant evaluation sets can improve public, financial, industrial and customer services. These assets can support cooperation across Morocco and francophone Africa when rights, security and shared governance are protected.
